Does the city make you re-enforce your foundation if you want to add one more level?

property profile is a duplex - garage level, first level, second level. If you wanted to add a third level to connect with the 2nd level (while still within the 40ft height limit) will the city make u re-enforce the foundation out right, or will they come in to take a look at the foundation first, and then tell u if u need it re-enforced or not?

That is up to your engineer, and not the city. Depending on when they were built they can support it. If it's an old property and foundation work hasn't been done then it won't support the added load, and you'll have to add to the foundations
